HIV tests: Any test has the potential to be inaccurate. However the tests for HIV are pretty reliable, particularly the PCR test, which is a direct test for the presence of the virus. An antibody test can potentially give a negative result if it is done too soon after the infection happens. Repeat testing is one way to increase confidence that the results are accurate, whether for HIV or anything else.
