Bad information: The who has a mandate to study, and help eliminate disease and human misery. Who may declare a particular flu to be pandemic but this is not a plan, nor a hoped for outcome. Their role here is to alert public health authorities to prepare for a pandemic to limit the spread and cope with those who develop the illness.
