Spinal stenosis &/or: upper motor neuron disease, which can be found in cervical spinal stenosis. see a neurologist and go from there. stenosis tight enough to cause this is usually surgical, so starting with a neurosurgeon also may be a good place to start, or a spine fellowship trained orthopedic surgeon.
