Bleeding p surgery: Mild spotting or red-brown discharge 3 weeks after hysterectomy is not abnormal, as long as it is not in large quantity or bright red. Give it another 3 weeks to go away.

Spotting common: Spotting and some type of blood tinged discharge is common for up to 6 weeks after a hysterectomy. It can come and go. Get checked if heavy bleeding like menstrual flow or if spotting persists more than 6 weeks.
