Inflammation ?: Likely inflammation, without discharge infection unlikely. Inflammation may come from dry eye, pinguecula, etc. And you should see an eye doctor to help sort it out and rule out more serious problems.

Many possible causes: There are many conditions that could cause a chronically red eye. They include infection, dry eyes, allergy (although this would usually involve both eyes), redness associated with other medical problems, and many others. You should see your eye doctor to have this evaluated further.
