Not developmental: Although the exact cause of discoid meniscus is not known, it is known to develop during the same time the normal menisci take form. There may be anomalous ligaments or cartilage that gets dragged into the joint as a matter of analogy, to form the disc rather than the crescent of a normal meniscus. Discoid menisci present problems as early as childhood. So, not a developmental problem.

Yes: No one is really sure what causes a discoid meniscus. Some doctors think that because there is an abnormal ligament attachment, the meniscus stretches out while a child is developing (after birth) and a discoid meniscus forms.
