Tear duct obstructio: It sounds like there might be an obstruction of the nasolacrimal duct, which is very common in young kids. Get checked to see if this is what is going on.

See your doctor: This is likely a lacrimal duct or tear duct problem. At one year of age if this is obstructed and has not resolved on its own it usually requires probing by an opthalmologist to open the duct to improve drainage. If there is redness in any way or colored discharge there could be infection and would need immediate attention. Good luck!
