It can: Swimmer's ear can cause swelling to the face in front of the ear. Usually, other types of ear infections do not. See the doctor for the cause of the swelling.

Ear infections: Swelling of the face can potentially be a symptoms of ear infections, particularly with outer ear infections. The swelling generally occurs within or around the ear itself, but can extend into the face. Sinus infections can also do this and have close relationships with ear infections.
