The tube: From your nose to your ear (eustacian tube) is clogged with mucous). Try Mucinex to thin it, Nasonex (mometasone) which is recently over the counter to fight the allergies, and afrin each night, as if you use it more often the congestion will worsen, to decongest the tube. Oral decongestants do not work.
