Yes: A 'pre cancer' is a condition in which some but not all of the molecular / genetic changes necessary to cause a malignancy are present in cells. Some people refer to these changes as 'dsyplasia' or 'in situ' changes or 'intraepithelial lesion' changes. Some cancer screening tests (like the pap test) are designed to detect 'pre cancer' so that the patient can be treated prior to malignancy.
