Not necessarily: Chives are onions, not garlic. However, there is cross-reactivity between onions and garlic, meaning that people who are allergic to one may react to the other. If you are highly allergic to garlic, you better stay away from onions as well. If you have never had a problem with onions, you may eat chives as well.
