Very unlikely: Breast cancer is exceedingly rare in 16 year olds and it also does not show up as a tiny pimple on the skin. This is much more likely related to an infection or some type of irritation of the skin or a milk duct. Try compresses and if things don't get better in a few days see your doctor.
