May be: It is possible. Go to bring her to see gp and get some blood work to check her thryoid hormone level. If it is still low- the thyroxin dose should be then adjusted. Having said that other possibility like anemia etc- should be also ruled out.

Possibly: She should have her thyroid level (tsh, free t4) checked while on the current dosage of thyroxine. The TSH should be under 1, but detectable. Until her levels are correct, she may feel tired.
