Needs to be checked: You have had this for 5 days and it is not improving with Naproxen and ice locally it needs to be checked by your doctor or an orthopedic specialist and may need imaging like MRI to make a diagnosis andv appropriate treatment.

Shoulder issue: Sounds like a rotator cuff injury/tendinitis. Given that it hurts to touch and you have some loss of range of motion. The neck pain may be secondary but if evaluating/treating the shoulder doesn't improve then consider evaluating the neck for other causes. See a good musculoskeletal non-operative sports medicine specialist like a physiatrist (physical medicine ; rehabilitation) doctor.
