See doctor: You didn't state how you were bitten by the white eel, or if it's your pet. Apparently, the reason to see a doctor is to treat secondary infection with antibiotics. If bit through your skin, then bacteria can enter your blood. Most eels do not have clean teeth. So there is some concern for vibrio, or pseudomonas infection. So you need to have this looked at physically, especially if you have pain, swelling, redness.

Non poisonous: As far as i can tell this is not a poisonous species which does not mean you can not get an infected wound from it's bite. Having said that the betadine and the muporicin ointment is a good idea.
