Sounds like eczema: Most likely eczema, one type of atopic dermatitis. Usually Hydrocortisone oitment you can buy over the counter does help. But i would not do it without him or her examined by a doctor and have the diagnosis confirmed, because it is impossible to make a diagnosis of a rash without examination.

M.D. visit/skin care: In addition to eczema, it may be related to contact with a product or plant oil that triggers a reaction. I would suggest the use of a hypoallergenic soap such as white dove and eucerin cream, avoiding hot water and rubbing the area, until your physician sees him.
