Yes: This is called photosensitivity as opposed to phototoxicity since the area itches. Be sure that this is not an interaction of the sun with an ingredient in your lipstick. Try lip balm with sunscreen to see if this makes any difference. Make sure you are not taking something like tetracycline or a quinolone which renders your skin more susceptible to sunburn even though the likelihood is low
