Im 34 weeks and not dilating. i have been having cramps and pressure in the lower abdomen, can my doc. aggravate my cervix to it to start dilating. ?

No, too early: It is too early to expect, or want, your cervix to start dilating. Even at term, unless there is an indication to "induce" labor, your doctor should not be doing things to "aggravate" your cervix. As far as the cramps and pressure, it might be a bladder infection or other preterm issues - contact your ob.
