Can cogentin (benztropine) cause anxiety?

Possibly: But why are you discussing a drug which has profound anti-cholinergic effects and adverse events, as this drug has mainly been supplanted by Dopamine agonists. Not sure, in this day and age, that there would be a valid role for cogentin (benztropine). Meet with your doctor and discuss.
