Doubtful: Pre-cum "may" contain semen, but may not also, then the semen, if any, would need to be inserted into the vagina almost immediately for even the remote chance of causing pregnancy in this unlikely scenario. So, as described, you would not get pregnant with a simple rub of the outer vagina.
