Potentially - yes: Most studies have shown low levels of sperm or no sperm in pre-ejaculate with sperm not being motile (however, don't know how promptly samples were examined). Yes: If you have semen on your finger(s), and place them near or into the vagina, it has the same net effect as if you had used your penis. Oh, and you can also transmit any std you might have (if applicable) as well. Wash your hands w/soap after you masturbate / ejaculate.

Possible conception: Live sperm in the vagina - regardless of how it gets there- can result in pregnancy, so the answer to your question depends on the viability of the sperm. Left exposed to air, the sperm cells don't survive long, but fresh semen contains live sperm.
