Very small%: Macular pucker is very rare condition , I have seen only 3 times in thirty nine years of office practice.

Small percentage: Macular pucker is a contraction of the vitreous membrane over top of the macula with resultant distortion of the image and lowered vision. It is a very small percentage, certainly less than 1% and probably in the range of 1/3000. The exact number is hard to come by as many seniors with macular pucker have other problems making identification of the pucker difficult or unrecognized.

Depends: on age. In a population based study published many years ago (1994), the prevalence in ages 43-54 years old was about 1-2%, and 75 years of age and older 10-12%. It this study was done today, the rates would likely be higher because we are much better at diagnosing this condition it modern imaging (OCT). Surgery is very successful at halting vision deterioration.
