Normal: As long as the veins empty and collapse upon elevation they are acting normally. If they remained distended, then some sort of obstruction would be suspected. Since venous blood doesn't have as much oxygen as arterial blood, the veins would have darker color.

Position change.: What you describe is normal and there is no reason to be concerned. When the arms are elevated above the heart, the blood drains out of the veins and they reduce in size. The opposite occur when the arms are placed below the heart.
