See your doctor: Did the hives start while you were still feeling the effects of the anesthesia? You probably received a lot of different medicines during a c-section, including antibiotics and pain medications such as morphine. If you are still having hives weeks later, you should see an allergist to determine exactly which medications you might be allergic to. Treatment with steroids might be needed.

Not spinal : Sounds to me like a contact dermatitis. Nothing you got from the spinal is still "around" to cause a rash. See your pcp or a dermatologist.
