Maybe: The bmi for this individual is 28; this is technically considered overweight. However, many highly skilled athletes in football and hockey are this size and are not overweight. This is the problem of bmi; individuals with more muscle and hence weight will have higher bmi. I guess it is possible to be those dimensions with absolutely no exercise and have a higher than normal body fat percentage.

Overweight, yes.: At his height and weight, his BMI of 28.2 would put him into the category of overweight. And he's too young for that. He should work to lose some weight. Even twenty pounds of lost weight would put him at a near-normal weight.
