There are a few scenarios in which there is a constriction somewhere on the penis that may obstruct blood flow in and out. Sometimes it is just a long hair that has gotten wrapped or from a fibrous band of tissue. A good exam can determine the cause. Could also be from a yeast infection if skin red.

Have evaluated: Most of these turn out to be a bug bite that triggers the swelling and may take some time to subside. I would have his doc look it over and be sure.They usually itch and the kids scratching will prolong the problem.
