Allergy: The most common cause of a red itchy rash which comes back is an allergy. There are many other possibilities if you are sure there is nothing triggering the rash. Your best bet is to see your family doctor or a dermatologist.

See a dermatologist: Possible eczema. "allergy" is a broad term. An exam by a skin specialist is your best bet. Meanwhile try a cream for dry skin. Apply 3 minutes after shower.
