Lotion: This is not uncommon when shaving the public area. Use lotion and see if that helps. Also, look in your local pharmacy near the shaving section for special lotions designed just for relieving these very symptoms. The products i'm thinking of are designed particularly for the sensitive public region. One other thought is to avoid shaving right over the public bone and just shave on the outer area.
