Probably not: A coincidence and probably not a scar unless you scratch to the point of wounds. See a dermatologist for diagnosis and treatment . Might require a biopsy.

NECK SWELLING ?: Lump in neck means swelling or palpable node. Scar tissue is old healed lesion. If you have recurrent node or swelling please be checked thoroughly for any sickness.
