Healed Cx fracture: This may have nothing to do with the cervical issues. Fibers from the feet are deep in the cord in the cervical region - it extremely rare to have just foot pain and nothing else and attribute this to the fracture. ONe thing to make sure is that there is no syrinx in the cervical cord.

Probably neuro: However, I would get imaging of the spine first to evaluate for nerve impingement or cord involvement. Pain in both feet at the same time is unusual particularly for vascular causes (assuming no trauma after the C-spine fracture).

Consider: There is likely an emerging co-morbidity here, and I would definitely want to rule out a peripheral neuropathy, especially involving small fibers. A neurologist could assess this, and might do both an EMG and a skin punch biopsy.
