Anytime: When the weather is pleasant, even a baby 2 weeks old can go on a stroll. Just avoid direct sunlight, newborns burn very quickly in direct sunlight. Most people use a blanket over the baby carriage. They also can tire out quickly so i wouldn't be too ambitious at first and don't go on a long walk. Short outings work best.
