Can smoking cause emphysema from 3 pack years smoking at 23 years old?

Smoking: Long enough can cause emphysema. It has to be noted that not all smokers will develop emphysema but when it does happen it can be devastating. Not all smokers will develop lung cancer but when it does, cure is not readily available. So just think about that.
