See doctor....: Your dad needs to see a doctor asap. Shortness of breath can be due to a life-threatening problem. His symptoms could be due to pneumonia or possibly acute bronchitis from a bacterial or viral infection. He needs to be seen right away for diagnosis and treatment so take him to the nearest er.
