Personal preference : This comes down to personal preference. Be aware of the risks in the environment. Without shoes a child is more likely to sustain a foot injury from stepping on sharp objects like thorns or broken glass. If there are a lot of animals in the environment, there are risks of getting infections from stepping in animal droppings. Be aware and stay safe!

Depends on site: Over the years I have removed painful splinters, glass, bee stingers and the like from toddlers feet. Toddlers don't quite understand avoiding risky surfaces, so their guardians should do it for them. A clean sandy beach or clean play surface is very different from the risks of the turf in the yard. I encourage proper foot ware to cover the feet based on the surfaces they will be on, indoor or out.
