Yes: I'd estimate 20-30% of pregnant women have some type of first trimester bleeding, it can feel just like a period, or a miscarriage, but many go on to have normal pregnancies. An ultrasound is the only way to help you confirm the date of conception. So if you had a first trimester ultrasound with a measurement, i could help you figure out the conception date.

Not likely: If this was your regular period and you have regular cycles, you would have ovulated midcycle(around 7/24) and the egg only survives 1 day. Therefore pregnancy on 7/31 wouldn't take place.
