Many possibilities : It's hard to know for certain without looking at them. If the bumps are not bothering her, warts or molluscum contagiosum are two common possibilities. If the bumps are itchy, eczema or a skin reaction are possibilities. Often a physical exam is all that's needed to make the diagnosis.
