Hearing ok?: The fact that she is cooing is reassuring, but i would want to keep an eye on her development and make sure her hearing is ok. Are you seeing her respond to your voice and other noises appropriately? Many pediatrician scan do a screening hearing test in the office and i would recommend you talk to your doctor about that if you have concerns about her hearing.

Check hearing: Has she had a hearing test (many places do them on newborns while in the hospital)? If she can hear well, just keep talking with her. Use normal speech- not "baby talk"- and talk/sing/read to her frequently. If she hasn't had a hearing test, talk with your doctor about evaluating her hearing to make sure she is responding normally.

She should have a : social smile in response to your smile, "fix" on your face from 12" away, follow as you move your face silently 180 degrees & turn to your voice when she can't see you. At 4 mos. she should mimic your open-vowel "goos & coos" reciprocally when you mimic hers & laugh out loud. Read to her, play with her on the floor in prone, talk to her & don't let her watch TV/videos till she's 2 years old.
