Physical therapy: Chronically tilted head can itself lead to muscle wasting of superior trapezius muscle on side to which head is tilted. This fosters further tilt since head weighs about 10 lbs. Do isometrics and shrug exercises with weights on weak side. A physical therapist can help. Wear shoe lift on side to which tilts. Is there problem of pelvic bone asymmetry and obliquity? See osteopath; crossed muscles.
