Doubtful: I cannot correlate hip itching with either surgical adhesions or femoral hernia. Good luck.

Unlikely: Itching is usually related to a problem with the skin. Doubt it is related to the hernia, but femoral hernias should generally be fixed, if not to relieve symptoms, to prevent problems. See a general surgeon for a consultation about the hernia.
