Yes: Ascites is fluid, it will pool as low as possible in the abdomen. Small ascites can be seen in the pelvis only.

Not really: The pelvis is an extension of the abdominal cavity, and any fluid in either will connect to the other. I'm not sure why you have abdominal fluid or how you know this. So, discuss this with your doctor. Good luck.
