Unrelated: Sperm counts can fluctuate. None of the things you have done affects the sperm count. Do not worry!

No relation: First, tinea cruris ( jock itch) should never be treated with steroid topicals without addition of an anti fungal agent as well since it is caused by a fungal organism. Second, your sperm count is normal and wouldn't be effected by topical Hydrocortisone in any case.
