A member asked:

Why are my feet seemingly covered in tough, dry skin instead of normal skin?

A doctor has provided 1 answer

Calluses, xerosis: You may have calluses or xerosis or both. Calluses cause a thickening of the skin under areas of the feet that take on more pressure than other parts of the foot. Xerosis is just excessively dry skin but can sometimes be related to other medical issues. There are also some callus disorders that are inherited. A podiatrist can help.
