"Dries up"?: Not sure what you mean. Sounds like someone tried to simplify an explanation of something, like maybe brain atrophy, and you didn't get it. All living organisms are at least 70% water. A dry brain is not a living brain. A dry body is not a living body. A dry state is not a living state (forgive the pun; I live in Oklahoma, where it's illegal to sell wine in supermarkets).
