Scar is always...: A scar is always the residual sign of skin/tissue healing after cut/injury. So, if not related with circumcision, id you have a pimple-like "boil" before? If concerned, go and see doc timely. But, if not hurting and with no erosion or size increase, it is benign with no need to intervene but personal finicky cosmetic reason.
