Probably not: Could a circumcision scar be hypertrophic? I have never seen or heard of this happening but in medicine we frequently say that anything is possible. I would add that it is highly improbable though and I have asked collegues and none of them have ever heard of or seen it either. I probably doesn't happen.

Can be ...: Theoretically, it can be, but in practice, I have never seen one over 45-yr practice in urology, suggesting its rarity. As to the scar after incision, it is unpredictable, depending on personal body nature and possible wound infection. Fortunately, it's vary rare, but it can happen. Nothing can be perfect for 100% avoidance in real life.
