Possible but...: With today's technology, yes, it is possible, but the whole gamut of care will be very painstaking, time-consuming, and money-consuming as well with high uncertain outcome. For the situation you mentioned surgical reversal of female tubal ligation and male vasectomy would be more straight and practical, but the whole matter is still painstaking, time-consuming, and money-consuming as well...
