A mistreated dog bit me last week, but there was no blood/break in the skin. this week two scabs popped up. should i be worried about rabies?

Yes: It sounds you did have an exposure to saliva of potentially rabid animal. The chance to get rabies after dog bite is minimal, however, since the dog involved was not available to observe, it will be prudent to get rabies immunization.
