Cough and congestion: Its kind of hard to answer the question without knowing the age of the child. A 2 month old might be having reflux, a 2 year old may have allergies. At this timeof the year if the child is 6 months old or older and keeps a clear runny nose or congestion and a cough it is probably allergy related.
