Yes.: Babies can be infected with the HIV virus before or during birth. Hiv can also be transmitted via breastfeeding.

Yes: In the US, where access to formula and clean water is not difficult, breast feeding discouraged in HIV carriers for that reason. In the 3rd world, because of limitations it is not.
