Never heard of that: I have had hundreds of patients stop smoking and nobody ever got a rash, and cannot find any medical references to this. Smoking is drying to the skin, and the skin will become less dry after stopping. If you have a tendency to have overly moist skin, it could be smoking prevented getting some eczema- like condition, but that is all i could think of. If it persists, see a skin specialist.
